Does not appear to be your fault so you should not be out any money.

Technically he probably is still at fault, at least in the states eyes. If you rear-end somebody you'll typically get a ticket for following too close, not paying attention, or speed too fast for conditions. Their argument will be that you should be far enough back from the car in front of you to stop in case they slam on the brakes or get in an accident.

Do you have full coverage insurance? If so you probably won't end up paying much more for the MS bumper than the coverage would be for. You won't happen to be selling a VR front lip from the stock appearance package will you?

Something like this happened with my ARC EVO, some jackass was about 300 feet in front of me and started to lose his tree branches/yard waste. I could have hit them, cause a major pile up, or taken out the three lanes right of me. The insurance Co told me as soon as an object hits the ground its your fault!!!! So the moral of the story is load up the back of a truck with bowling *****, let them bounce and it would be the other drivers fault???

That's an understatement!! If it's laying in the road and you hit it, assuming it's easily visible, i.e. not around a curve or something, it's your fault. If it falls off of something, and you witness it as such, it is their fault if you can provide license plate information. Otherwise, it is under comprehensive and still not considered your fault. At least according to my insurance company.

In Washington if you rear-end someone it's your fault. No matter what the circumstances.

No other time is this law worse than when driving in the snow. Some moron does something in front of you and there's nothing you can do about it. I nearly ran over a Honda a few days ago because they thought it would be a good idea to slam on the brakes after cutting in front of me.

Actually, I believe we do have a swoop-and-squat law now. Basically, you gotta leave enough room when merging to allow traffic to compensate. You'll basically need a whole bunch of whitenesses and be the first in line for it to do you any good. If in doubt, let insurance fight it out. If they think they can get the other guy's insurance to pay for it, they'll try.

Does this apply if you roll backward down a hill or throw your car into reverse, then hit the car behind you.

A friend of mine was sitting at a stop light in Redmond\Bellevue area one evening a few years ago. The car in front of him decided that "reverse" was a great direction to go. Car in front of him backed up quickly and slammed right into the front of my friends car.

Police came. There were witnesses that stuck around. Guy who backed into my friend's car told the cop that showed up "I backed up and hit him (my friend)". All witnesses said, "That guy backed up and hit that guy".

My friend took his car to the shop and had it fixed. Two weeks later when he picked it up the insurance companies still hadn't worked things out so my friend had to pay the $500 deductible that Mr. Backup Boy's insurance company should have paid. Another few weeks pass and now Mr. Backup Boy has changed his story and he is claiming that my friend rear-ended him. Its obvious to all parties involved that Mr. Backup Boy is lying through his teeth. Eventually Mr. Backup Boy's insurance WINS. My friend is out the $500 and Mr. Backup Boy's car gets fixed by my friend's insurance company.

So to answer your question: Yeah, it's the person's fault who got hit if you have an evil enough insurance company.
