Based on the info provided could I diy the whole engine project and get away with the vehical running smoothly for 4,500 or less?
and where could i find the parts, i am open to all options.

That looks like a turbo badge on the trunk, no RX-8 came stock as turbo. So either he's a poser and has no turbo and badged it as such, or he has tried to make it turbo and most likely destroyed the engine in the process. Compression test is always first thing to do when considering a used RX-8. This car looks kinda beat up though, and i would expect it to fail a compression test.

I would bet that the engine is on its way out. I wouldnt purchase it without a compression test. However if you do a compression test and all 6 sides come out good you can get away for 4500 or less by replacing the other things it needs.
Personally I would pass on this vehicle being over 100k, out of engine warranty, and it sounds like you are on a tight budget which means an rx8 in general is not for you. Look at the stickies

You could probably buy those parts from people here on the forum, who have replaced their airbox with an aftermarket intake.
Really don't know what you'd do for the rear window, that sounds expensive.
Personally, I'd put that 4500 into a better car to begin with. You're saving money but buying headaches with this one.

I am thinking parts car...
Engine will be work, glass is hard to come by. Mine broke, needed factory glass, nobody makes aftermarket glass. insurance and neighbor paid (he drove quad copter through it).
on the other hand, you could pull the engine, do seals and stuff (still like a grand or more), see how the engine works and have something to play with. If I tired, i think i would have 80 hours in it just for that work. you may be the same. I do not have that kind of time. You may.
It comes down to time. I think a seal kit is around a grand or a little more. I would stay away from the ebay ones.
