Silly air dam/ bumper lip question

I want to install the OEM air dam. Don't know if air dam is the appropriate word to use, but it's the appearance add on which attaches to the bumper and under tray. I guess you can call it a lip. My question is whether or not this piece is flush with the bottom of the under tray or whether or not it sits lower and could potentially scrape because my car is 2-3" of clearance between the road and my bumper.
