To pass the emission test, you will have to get an OEM cat(or other similarly expensive aftermarket options). Some people here are willing to sell their used ones.
The CEL is most likely for the P0420 code, which tells you the cat is bad. You will either have to live with it, put a cat on, or block it with a tune. I would recommend getting rid of it since it can mask other potential issues.

The oxygen sensor won't make your emissions terrible, so I think there's more to it. Cats can get clogged, have you checked it? Also which oxygen sensor, and what is the actual code? It may be working fine and trying to tell you your emissions are terrible.
And, how old are the ignition coils? That's one reason you could have poor emissions, and they're a common failure point.
Bad coils and/or bad cat will destroy your engine, so don't assume it's fine because it drives.
