Is this PDR-able?

Anyone? I kind of doubt it, but I'm not really sure.

If the paint is scratched through then you need paint

There are touchup guys that can do wonders though...

That is a tough area for PDR..you cant easily get at the back of it to push it back out......

Definitely fixable though? Any opinion on if it would be expensive?

i would guess a good job would be 400-600 bucks, as thats structure rocker panel and no way to get behind it, tabs would have to be welded on and pulled out but def easily fixable by a decent shop

I really don't think a PDR guy would touch that. It is possible to get inside the rocker panel by removing the black rubber moulding and the attaching grommets, on the bottom of the rocker panel.
The holes for the grommets are about an 1.5 inches big and they are are along the bottom of the rocker panel. So access to the interior of the rocker panel is possible.

no, it's creased next to the corner bend so it won't just pop out like a ding on an open surface area. That needs body shop work

you can get in there as Easy mentioned above.
