Is my PCM really toast?

I was told my PCM was burnt from an unreliable source so I thought maybe you guys can lead me the right way to getting my 05' RX-8 running again. As for now it cranks but no start. I hooked up an Elm 326 Bluetooth obd2 doggle with Torque pro & it's say it connected to the ECU so does that mean the PCM is ok?

Need a lot more info, but it's probably not the ECU. It's suuuper uncommon for the computer to die unless someone reverses polarity while jump starting the car or something like that.

It could just be flooded. Google deflood procedure, its simple. Pulls the plugs and clean them off.
How old are the ignition coils? They only last about 30k miles and kill engines when they go so check that.
When did the car last run? Any other recent problems?

It only has 67k miles on it. The coil-pack & plugs were replaced along with fuel pump. So is the PCM good if the scanner connects to it?

Possibly.
The scanner connecting rules out a few failure modes but it doesn't mean that the PCM is fully functional.
