Low compression

Can a low compression rx8 build 10k rpms?

I'm not sure what exactly you are asking.

Any wankel engine with a low compression is not good. Maybe it can rev up to the limit,
that does not mean it is alright to run or use that engine.

Yes it can. Compression increases with engine speed so most problems are at idle, not at the top
