You have 3 things to figure out...tire size, wheel size and wheel width
....and then you have to pick the position of the wheel and tire by choosing the "offset" that puts the wheel where it will fit
Give us some sizes ...looks like you want a 19" wheel....so pick the width of tire and we can help you with the wheel width and offset so it will fit...or choose a wheel width and we can help ick the tires

I answered your questions. The bold areas show where I had the answer in my thread.
A) 8. Choice of offset is dependent on wheel width and also how much negative camber your car has (likely related to how low you are). These are general ranges which should be good to go for stock height. A lower number means the outer edge of the wheel is farther from the midline of the car.
8" wide - +30 to +50 with 225/45/18 or 245/40/18 (or equivalent for diameter)
8.5" wide - +35 to +50 with 245/40/18, 255/40/18
9" wide - +40 to +50 with 245/40/18, 255/40/18
9.5" wide - +45 to +50 with 245/40/18, 255/40/18, or 275/35/18.
265/35/18 (9" to 10"), and 235/40/18 (8" - 8.5") are good sizes as well if you are lowered quite a bit. (shorter sidewall means more wheel gap at a given ride height)
B) Did you even read what offset is? How in the world would diameter affect offset?
C) 11. Most wheels look "better" when they are wider. Concave wheels will be more concave and wheels with a lip will have more lip. Some other wheels have offset work into that as well but they are far more rare. The "cheap" wheels you seem interested in almost certainly won't change due to the offset. The manufacturer should be able to tell you.
D) There is no real "formula" for determining the tire to go on a wheel width. It is determined by the look the person is going for or the purpose of the wheel/tire setup like autox or just cruising on the street.
E) The camber picture doesn't work right now. Thanks for telling me.

Don't get staggered.
Your stock wheels aren't straight up and down. They have some negative camber.
You need to quit worrying about clearance on a stock height car if you pick any option I posted in that thread. Worry about it when the car is lowered considerably and you have an offset that is as low or lower than I suggested.
My thread is only confusing when you try to make connections where none are given or implied. You are fabricating connections because you are too damn worried. I made that thread with options that purposefully are safe.
9.5 +38 at stock height sits a smidge past the fender in my opinion. That's why I stopped at +45
