Car not starting, making high-pitched whirring noise...

I have a 2005 Mazda RX-8. It won't start and I don't know why (although I do believe the engine may be flooded), but on top of that, it has begun to make a NEW noise!
The part in the picture included is making a loud noise that sounds similar to a drill. Does anyone know what this is/why it's doing it/how to make it stop?
I'm not a "car guy", and I'm not even positive how to deflood (if that's even what's wrong with it) an engine, and I can't drive my car.
It's frustrating, to say the least, and any help would be appreciated!

That is the Aux Air Injection Pump...It is an emissions only thing that you could easily unplug

You will get a CEL...but it will stop the noise till you decide what to do

This will not cause a no-start problem...so look elsewhere for that


If you think it is flooded it likely is...so try unflooding it. If it is a MT...pull start it and it will start easily
