If you're talking about making a new thread, its because it's 10 posts AND 30 days till you're out of the newbie restrictions.
If you cant post to an existing thread you may need to contact an admin via PMs.

Oh brother... I get the 10 posts or what not... ok whatever, I guess its reasonable to post any questions then in this forum that I cant seem to find anyswers to in the FAQ or searching other forums?

the idea behind the newbie wall is so that you don't go spamming the real forums with the same kind of threads/questions that have been answered already.

so you can ask you question here or make a new thread in the newbie section.

It also reduces the amount of fake user posts/advertisers/malware, it's a pretty widespread practice. If you're a rotary guy/gal, you'll be using these sites enough to make the wait worth it!
