As stated above, when in manual mode, both the triptonic stick and paddles with not shift up a gear. There is no problem shifting down however.
Are they controlled by separate fuses?

Does the up and down shift work from the shifter? If so, trans is fine and issue is wheel.

I am pretty sure that whole wheel is done as a resistor network. There is one wire, every switch is connected to a different size resistor. When you press a button, it changes the resistance through that one wire. So, if down works, it is the same circuit for up. This makes is look like the switch for UP. best I got.
