I'm to lazy haha. I have someone who defintiely wants them for less than $100 so I don't mind. I have another guy that is on the fence for $100. You're right though. Had I gone the craigslist route I would have definitely found someone. If the guy that is on the fence drops out, I'll go ahead with CL.

I don't think the state matters but yea I don't think you can get it. Some type of enclosed garage space is important.

From what I can remember, the major points were...

You need a daily driver that is fairly new (2000s)
Clean record
Pics of car (haha I'm sure you have no probs here)

I can't remember much else. I think the rest was pretty standard. I didn't even have to give receipts or anything. The mileage restrictions weren't actually that bad but they don't want you even autocrossing the car.
