I think you are the actual owner, but I believe there are strict rules about selling the car. You also MUST participate in a number of Ferrari events, for testing and data acquisition. Ferrari will take care of the maintenance for a limited time as well.

yeah definetely not street legal I though Ferrari only let you drive it on the track?

Not all that uncommon in FL (Especially WPB or Miami) to see a car of that caliber. I saw a Viper in Coconut Grove last week that was definitly not street legal, but there are so many sports cars down here, the cops would never notice. Thats cool though that the guy takes it out for a spin every now-and-then.
I saw the yellow FXX at homestead speedway last year, it is truely impressive to see in person.
