I believe that is the new V8 engines F1 will be using next year. It redlines close to 20 thousand RPM. (as evidenced in the video.)

That's the new 2.4L Cosworth F1 V-8. I have another one from the Renault Team that revvs over 22,000 RPM. I'll try and find it.

Maybe the 9000rpm is the engine's idling speed.
