restiller

On my way in to work, i noticed the plastic panel on the back of the steering wheel came loose. (I'm not talking about the steering column cover.)

Does this thing snap into place and how? I don't think it's screwed into the steering wheel. I try to get it back in position but it loosens at the slightest touch. Any steering wheel diagrams floating around here? The closest I could find was a diagram for the column and that doesn't help.
