Do a search for condensation in the rear lamps and you'll have all the information you ever wanted to know. It's a known problem and a TSB was issued by Mazda to fix the seal.

if there is standing water in them, its covered under warranty. If you have no warranty, theres a DIY on how to take them apart and reseal them.
If you don't want to do that, drill a small hole in the base of the light and let it drain.
