Be careful, any scratch on the surface could cause the bulb to explode when it heats up. They run very hot. When you get it clean, make sure you wipe it off thoroughly with a soft cloth to remove any oils from your hands. A clean new steel razor blade should work to remove the plastic, since it is softer than the surface of the glass, apply light pressure and make sure there's no dirt or dust trapped beween the blade and the glass.

just get a new highbeam bulb (or bulbs if they only come in pairs)

better be safe than having bulb blow up in the headlight housing

I 2nd the new bulb recommendation. High-output halogen bulbs are pressurized and "explode" is not an exaggeration. The bulbs themselves are made out of fused quartz, not glass, to withstand the high temps. This works well, but once the quartz becomes contaminated it can weaken suddenly. Even touching a new bulb with your fingers can contaminate it enough to eventually lead to failure.

You can get a new bulb for probably around $40 for a set.

new bulb..anything on it can cause it to blow when it is on...just get a new on..and don't use your highbeams until you do.

(granted alchole will evaperate off of it..but why take teh chance of it blowing anyways...how much is a new bulb

Yes, use rubbing alcohol. It might take awhile to get the plastic off.
