How do I unmarry used Cobb if the old owner doesnt have his RX8 anymore

Call Cobb..that would likely be your only hope....otherwise it's just a useless dongle

For $395 Cobb can do it. Thats what I was told when I bought mine used. The guy I bought mine from made it right. The dealer hadn't sold his traded 8 yet. Lucky for me.
