Got pulled over for 64 in a 45 on Balboa between Genessee and Clairemont Dr. Is there a department in the City or would it be CalTrans I'd have to check for a recent traffic and engineering survey in order to mount a speed trap defense?

Thanks. Called engineering and they said they have all the surveys in the city. Now the question is if one exists for this particular stretch of Balboa.....
