Graffiti may not be illegal in general, but something like that in the picture is destruction of property. Defeats the purpose for those who mainly do graffiti for this type of matter anyhow which is marking their territory or whatever if it's legal for them to only do it on their own property or that of an employers when doing artwork for them.. While a dumpster no one would car about, on a building or house, etc the offender can be sued for it.
