New CA laws
Thought any CA folks would like to be aware of this. Props to LC of the Socal7's for catching this:
SPEED CONTESTS/RECKLESS DRIVING
SB1489, Effective Sept. 6, 2002, authorizes law enforcement to seize for 30 days the cars of drivers who participate in speed contest, reckless driving, or an exhibition of speed, including burning rubber, spinning donuts, or making turns at a high speed.
GREENHOUSE GAS EMISSIONS
AB1493, to take effect in 2006 and apply to vehicle model year 2009 and later, requires the CA Air Resources Board to develop and adopt regulations to reduce greenhouse gasses emitted by passenger vehicles, light duty trucks and other designated forms of personal transportation. It also mandates certain emissions-reduction credits. The bill generated considerable controversy and was amended to prohibit CARB from adopting such drastic measures as limits on travel, bans on the sale of certain vehicles, new taxes, or changes that could adversely affect vehicle safety.
TRAFFIC CITATION PENALTIES
SB1732 increases the penalty assessment by $5, bringing the total penalty to 220 percent of the base fine - a $22 penalty fee for each $10 of base fine. It also authorizes counties to assess an additional $1.50 penalty on parking violations upon approval of the county board of supervisors. Effective January 1, 2003, the revenue generated by SB1732 is earmarked for trial court construction, maintenance and rehabilitation. None of these new fees will be used for traffic safety programs - the original intent behind the penalty assessment.
TRAFFIC FINES
AB3000, effective from Sept. 30, 2002 through July 1, 2007, increases by 20 percent the base fine for Vehicle Code moving violations. This additional revenue is earmarked for the state general fund to help reduce the 24 billion budget deficit.
INCREASED DMV FEES
AB2996 increases by $25 the fee to reinstate a suspended or revoked driver's license, increases by $5 the fee to take a subsequent driving skill test if unsuccessfully completed the first time(effective July 3, 2003), increases the fee for late vehicle registration and implements a $120 fee for the DMV to review a suspended or revoked driver's license resulting from a DUI conviction

AWWW that sucks!
Just because the stupid politicians don't even know how to budget the economy us regular people will have to pay extra cash just own a car.
Dude now I can't even do doughnuts or burn some rubber at the light! What the hell!?

Well foo.
Making turns at high speed is what makes life enjoyable for me. Few things compare to the long left handed sweeper that is the interchange from Hwy 17 to Hwy 1 southbound. 80 mph and the tires don't even squeal.

If you guys know the ramp from 10 west going to 57 north.
Wellz I went 110 on it. tires were screaming, and I was at the edge. Did it 3 in the morning when it was clear of no cars.
If you guys ever drove there... you would be wowed how I got 110mph on that ramp.

Not bad, I went 105 mph on the ramp from 405N-605N also around 3am... no cars around.
BTW, don't ever do this, only trained unsupervised individuals should attempt this.

dang... outlaws having a bit much fun now huh??? hehe like I am innocent to this...
just a heads up I saw an overturned Range Rover there about 4 weeks ago on a Saturday night on that same interchange... pretty nasty I don;t think the person survived.. pretty sad..
oh yeah and who is to say what is exhibition of speed.. I mean I have never seen a great definition of this!?! I want a concrete definition of this. arghh.. if its up to some officer saying that I was going too fast I figure I will have a great lawsuit as there is no metric to base his decision on... grr...

Well, the scariest thing is that the "taking turns at high speed" sounds like it's wide open to the arresting officer's interpretation of what constitutes a violation. Obviously Moog and OE's examples would qualify, but what less extreme examples would? Going more than 10 mph faster on a corner where there's a posted limit? If that's the case, my annual run up Highway 1 from San Simeon to Carmel is going to be a little more worrisome than in the past.
