I just tried to send a guy a PM and his inbox is full, so it won't let me send. I guess I'll have to wait and try to remember what I wrote.

If increasing everyone's PM quota isn't an option, then a nice feature would be to have a "Drafts" folder, so at the very least I could queue up my message to be sent later.
