This is what I found :
Transparent Materials

We used a variety of sources to gather this information and it is subject to change. For the most up-to-date information, contact the State Highway Patrol for the state you are interested in.
Sadly they had to say that in your link.

Here's the "Authority" on window tinting in California.
California Vehicle Code on the DMV's Website
The part that's most appropriate, is Section "(d) Notwithstanding subdivision" near the bottom of the document and the 5 paragraphs that follow.
Many website's out there, especially window tinting companies, give you a very watered down versions of this law.
Here's a perfect example of a website that gives some accurate info, and at the same time, is completely contradictory to the DMV's actual written law.
Money Hungrey Tint Company
Personally, after reading the vehicle code, I'm more confused. It was much easier when I thought my frontside tinted windows were illegal. Now, I'm going to try and figure out this law so I can defend myself when I get pulled over.

Here's a site you should be trusting: The IWFA (International Window Film Association) - the people that help states make the laws. http://www.iwfa.com/industry.htm They have a chart of all state legal limits. For CA - front windows, as of 99, are limited to 70% light tranmission. Sorry to dissappoint you guys. That's essentially no tint. Hope this helps though!

70% V-Kool blocks the heat, which is my goal. If you want to "hide" behind the tint you're out of luck though. Not being able to see inside the vehicle makes troopers nervous. Seems they're tired of being shot at.
