Best rim/Spring set-up

I am planning on getting the Tein springs and either 18 or 19 inch HP evo wheels. I was wandering which rim size would produce a bigger wheel gap after the springs are put on? I would think that the 19's would since there is an inch difference. Can someone help me out here please? Thanks.

Generally when one considers a tire/wheel change you look to maintaining the same rolling diameter in which case the wheel gap would be the same. If you use the 19s the wheel will be more dominant as you would go with a lower profile tie to maintain the same diameter.

I have 19's and it isn't bumpier or anything, i have 275/30/19 tires. I love my 19's
