How to sand and paint rims?

I wanted to paint a set of aftermarket rims and I was wondering what's a good way to do it. A couple of the rims have a lot of scratches on them too, so I wanted to sand it down and repair it. There's no bend, just rashes.

I don't know if it matters, but I wanted to paint the lip and the center, different colors. Any help or recommended paint/spraypaint to do this? Is it even safe to sand down the sides? TIA

It's not really nice rims. It's a set of cheapo, I wanted to paint it black with a neon green lip. I know, but I just wanted to know what's it gonna look like. lol

You don't need to sand aluminum afaik.

If you were going to, I suggest using a very fine paper, maybe even coarse scotch bright.

One of the wheels really is ruffed up bad though. I need to sand of some of the excess. I thought I needed to sand the wheels to spray primer on it of else the paint wouldn't stick.

Oh i think I remember someone taking off the stock paint color. I cant remember who, but it was really cheap and looked really good even without painting. It should work on aftermarket also.
