Mysterious flap in the wheel well

I had my left front wheel off the other day and I noticed a rubber flap moving about loose, attached only with one clip (and a 2nd hole empty, unattached). Where is this flap supposed to be attached to on the other end?

The clip it's attached to is at the top (and the flap is folded over it, so you can't really see it).

That keeps junk out of the engine compartment.
Re-attach as shown:

Sort of.
Its just there to keep out mud and allow air to pass.

DO NOT TOUCH THE FLAP!

Not only is it mysterious, but it's magical too. I once lost an entire set of screwdrivers and wrenches that was placed nearby. I think it's a space time portal to another dimension.

ok. That's comforting. But the wrenches are still MIA.

I've got them, but I'm not giving them back.

On my car, the flap on the other side is what keeps the turbo attached.

What MazdaManiac failed to mention is that the flap is also the source of his avatars.
