well i got this program called Macromedia MX, its a program where u can make flash toons and games, if u have the program and wanna know how ask here

I think there's a similar effect in PSP. ... but I forget what it's called since my copy expired...

There are several ways to do that effect. What he probably and most likely used based on the program he mentioned was Macromedia Flash and used the "trace bitmap" feature. This converts regular images into vector art giving that simple cutout like feature. Another way of doign that effect but wtihin Photoshop is using the filter "cutout". Have fun experimenting.
