YES!
A compression test is always recommended to get a good idea on engine health.
While uncommon some engines can go bad(low comp) 20k miles or sooner.

I would say yes, but there is a chance some do not since most RX-8's are out of warranty and there are none currently made. So if their tester got broke or something I could see them not buying a replacement. But that would be rare I think.

Some RX8Club members have compression test equipment, as well. You might want to ask in your regional forum if there is anybody that can help you out.
If you're near Chicago, I'll do it for a 4-pack of Citizen Cider's "The Dirty Mayor".
