Will the XXR 527 18x9.5's fit on the RX8? A lowered RX8?
There are a couple threads about these inexpensive wheel here, but not of this particular size:
Fitment: 18x9.75 +20 5x100/5x4.5

Good Win recommends 45mm-48mm offset for 18x9.5, so using these would require spacers unless there's another size (or wheel) that would be a better fit.

Any thoughts of the best inexpensive route to 18x9.5's on the RX8 lowered with Koni Yellows and S-techs and tire sizes from 255-265-275/35/18's?
I've also been eyeballing these super cheap tires that some of my professional driver friend's have recommended:

Of course rolling rear fenders makes me slightly nervous...

Those wont fit without a lot of negative camber on S Techs, if you were on coilovers and much lower they would fit no problem.
That size tire is gonna take quite a bit of work to make work, if youre nervous about rolling fenders I suggest not doing this because you will have to do a lot more than just that.
And are your "professional racing" friends drifters? Because I dont think anyone else would use those tires other than someone just looking for a cheap tire to burn up.
My advice to you get something in the +35 to +40 range, it will be less work.
What are you trying to acheive anyway?

Thanks for the feedback; I would like to have excellent grip and good looks on a mostly daily driven 8 that would hit the mountain once a week or so and occasionally to the track.
I've noticed 18x9.5's with 255+/35/18 tires is popular among JDM tuners, so I am aiming for something like this but on an obvious budget.
What else in addition to rolling the rear fenders plus spacers would need to be done if I went with this wheel/tire combo?

Perhaps you could enlighten me when searching for info here. Searching via google reveals hundreds of threads with bits and pieces of information which may or may not be accurate. The FAQ is not a wiki here either (like it is on some sites) so perhaps I'm missing something.

First off. A spacer will space the wheel out farther from the car which is what you would need if you had a +65mm offset but need a +45MM offset. So spacers are not an option here.

Being in the Bay Area, you have a great wheel resource/vendor who is not far away (within an hour or 2) Rishie with AutoRND user name Endless Rotaries has a lot of knowledge about wheels, what will fit, what is and isn't a good value. Rishie has some of the best prices around and he takes care of the Rotary Community.

If you are looking for a direct bolt on fit, I would recommend around 18x9.5 ET45. Check out the Enkei RPF1 & NT03m. If you want similar design, though higher price tag, check out the Weds Sport TC105n. These XXR's are a more aggressive fit than what you are looking for.
