Hand brake doesn't fully work work

I just installed my project mu big brake kit in the front and replaced the rear rotors and calipers as well. Brakes work amazingly well now, but the hand brake barely engages. I've tightened it all the way but it still barely holds it.

Any ideas as to what it might be?

Nothing new. Stock won't lock the wheels up.

My stock e-brake locks the wheels up. But i highly doubt its ever been used for anything besides parking.

It's not even enough to hold it parked in gear in my driveway. It really doesn't do anything.

Pull and release on the e-brake handle a few times. It takes a while for the piston to screw back out and re-adjust.
