is anyone familiar with the Twisted Rotor Tech tr-01 V3 compression tester ?
i believe it normalizes for altitude
but: does it normalize to 250rpm cranking speed?

So compression testers are designed to give you a general idea of the condition of your engine. I'm a big fan of doing a cold compression test and a hot compression test. Cold compression is going to give you the best idea of the condition of the motor while a hot compression test will tell you the overall condition.

no, the cold test has no value and at best is deceiving

it won’t hurt to do one other than wasting time & effort though.
