sounds like your air pump. your temp gauge looks cold so thats when i kicks on i believe when you first start your car. I think you can do away with it, instead of replacing.. anyone can correct me if im wrong.

I might fail smog??? WTF!!
It only happens when I start my car in the morning. I'm guessing it's not suppose to make this sound?

It's normal in cold temps, Javon. Mine does that every morning too during winter.

Actually you should not as it only works when the car is cold.

Bring in your car when it is hot and it will pass.
