RECALL THREAD/MNAO suspend RX-8 deliveries.
The inspection was for the purpose of determining if the tank and other components were damaged and needed to be replaced. Installation of the heat shield on ALL Group 1 cars was to be completed regardless of what the inspection showed, so it was not contingent on the inspection. It's amazing what some service people will tell you when they assume you know nothing about the product they service.
I guess my dealer wants to do the same recall work THREE times.

yeah, I talked to the service manager and he actually came clean and said the guy that worked on my car made a mistake. How refreshing to actually be told the truth for a change. So THIS time they're actually going to do the recall. Couldn't they get in a lot of trouble for this? What a pain. And what do I get for my trouble? One of the dirtiest Millenia I've ever come across. I feel filthy from just sitting in it.

Well, if your 2005 was built 12/20/04 or earlier (before the fire) it needed the fuel tank insulator and reflash (Group 1).
If it was built after the fire, but not after 7/7/05, it shouldn't have required the insulator pad, but needed the reflash (Group 2).
If it was built after 7/7/05, it required nothing.

Anyway, I guess they reflashed it today because now the RPM's do drop to idle. Does anyone know if there's a way to find out when the car was reflashed? I think it was today, and I want to call out my lying service manager.
The car needs to be warmed up before you do the test. The revs won't drop to idle if the coolant isn't up to temp at the time you put your foot on the gas pedal. You need to be in neutral (or park) as well....I don't think holding your foot on the clutch pedal will suffice.

Is this recall still in a effect I have a 04 that won't start and when if does it runs for a few minutes and shuts off thanks

There has only been about 2 recall's on the car. There have been several service campaigns and even more TSB's. These are different than recalls. Recalls will always be completed. This thread is almost 1000 posts long. Which one are you talking about?
