Pulsing brakes

I have developed a problem that I am not sure what the source is. As I come to a stop at a low speed the car surges or pulses. It only happens on slow speeds and as I am coming to a stop. I assumed one of the rotors is warped (no idea how) but I began to wonder if there is something going on with the master cylinder. How do I isolate the problem?

Have you had any tire work done lately?

Rotors don't warp really, you just get brake junk caked on them.

I have not changed the tires recently (all look good) and there has not any changes.

Wouldn't brake junk be obvious to see?

Take an hour or two to read this very informative post: BRAKE FAQ

It may clear things up why we use the word 'warped' and 'wobbly' upon describing problems in relation to brakes. I have the same problem and it's because of an air bubble in the lines. It's not bothersome, thus why I haven't fixed mine. I should because it may potentially cause an uneven wear on either the brake pads or my tires.

I would suggest you bleed your lines and try to re-bed your pads ... that should fix the problem

Also you may want to consider upgrading pads to something like Hawk Street pads and follow the bedding procedure

What is your driving style and more specifically braking style like? Do you try to roll to gently ease off a brake when you are coming to a stop after highish speed or do you apply consistent pressure on the pedal until you reach 0 mph?
