Issues with starting car still

Drove car in drive way night before and in morning would not start. New battery and have tested just in case for bad cell, etc. Can hear starter spinning so there is power to starter and checked with meter (12 at battery and 12 at starter). Solenoid does not kick out although starter spins. Pulled starter and had tested at THREE different places and all three engaged the STARTER and SOLENOID with their test and said starter is fine. Car will not turn over but I do have power EVERYWHERE ! Help please.

But the solenoid is not kicking out, so how can it start wtihout that engaging the flywheel? how can i test if its flooded if the flywheel is not being engaged? Thanks.

it's rare but worth a shot looking at it. pull the starter and check and see if any of the teeth of the flywheel stripped off. not likely to happen but i have seen it happen on other vehicles.
