HELP trying to get my neighbors rx8 running

The car would not start. It felt like it was flooded. So I removed the fuel fuse and did that deflood trick and I got it on. EPIC white smoke. But right now it idle but when I give it gas the rpms go only to like 2500 (right now idles at like 1500) What could it be? Why its not revving up?

Is the Check Engine light on?
Why did it flood? Bad ignition components, slow starter, low compression, or stupid owner that started and shut off car quickly while ice cold type event?

BC.
