Car wont start

***** Cliff nots on bottom********

So hears the deal my car got hit(rear) right before i deployed to iraq(friday left on monday). My brother being the "nice" guy that he is says he'll have it fixed by the time i get back so i wouldnt have to worry about the car( me in WA, him in CA, mom/dad in NC) so i figured hes best bet. Well he took 7 months to put it in the shop for starters and told them to take there time cause i wasnt due in until around july of 08.
So its 4 months later and now the car wont start. He tells shop he thinks its flooded due to the fact that he done it once him self and tells them how to unflood it by pulling plugs. Well the shop does this and find that the new plugs i put in right before i left are bad and says they can get new ones for 230 w/ install or clean old ones and cost me 65 either way i pay. Now car still wont start so i want anybody with a good answer to put there .02 cents in the ring please.
I think the shop put wrong plug in wrong hole or got wires crossed and told brother this, but he dont think a shop could do something like this cause they "know what there doing".

Cliff notes
Car hit in rear, 7 months later put in shop, 4 months later car fixed now wont start, me in iraq and brother "dealing" with it, need help figuring out why no start?
