Whats this?

I have no clue what so ever why there is elctrical tape on top of a plug on my engine.. Anyone know what this might be, and why it is like this?

its been like that since the car first came out in 2003 cant remember why at the moment.

I don't know; mine is like that too. But, what is that blue thing zip-tied to your AC line?
