Tail light problem!!!!

Man this is the third time and i'm sick of taken it in!!!!!! my left tail light keeps just falling out!!!!

Can some one tell me how to remove this part? i took a good look at and saw the screws but i noticed black tack like things....

atleast this problem is fixable.... but it's sooo anoying!!!

pics would be a plus... but description is fine!
