is it true that it comes with a factory stop?

supposedly to limit its power, if this is true... how can it be fixed?

well i guess you could say all cars these days come with a power limiting ecu if you think a/f etc. but thats to satisfy emissions. Othe than the speed limiter on some models depending on year and location of country not really a secret limit set
