Cross member missing bracket on the passenger side from factory?

Cross member missing bracket on the passenger side from factory?
I really wish I took a photo, but I didn't yet.
I took down my entire dash to cut the firewall. I realized though the heavy duty steel pipe that connects from the driverside wall to the passenger side wall behind the dash is missing a bracket that bolts to the passenger side wall. The pipe is only bolted to the driver side wall. I never touched it before, so it must have come this way from the factory. Is this normal?

The brackets are not the same at each end, so nothing is 'missing'

thanks for the diagram. odd thing is there is a cut out & bolt holes on the passenger side for the bracket (you can see the holes covered up by plastic retainers if you just open your passenger side door). that seems to be the most straightforward way to strenghten the chassis. it's odd that it's bolted to the driverside wall and bolted to just the firewall on the passenger side and leaves a gaping space between that pipe & the passenger side wall. thanks for the clarification!
