Coating on Fog Lights??

Was cleaning her up today and noticed what looked like clear rubber on the lenses of the fog lights, except mine is brownish/yellowish and is NOT smooth.. like it has deteriorated.
Is this coating some sort of stock coating? To protect from rock chips or something?
While I'm at it I might as well ask if the 04 came with plastic film on some of the leading edges of the front bumper as well as on the front of the rear view mirrors?

if you bought yours used someone put a clearbra on it. and you should be happy. clearbras are expensive and, from what i've heard, a bitch to put on.
a guy i talked to with a 335i paid the dealership 1k for the clearbra and install. thats some serious rapeage. but just to give you an idea..

Cool, so the plastic ISN'T stock. I got a heck of a deal then... nearly limo tint, clearbra, and a K&N filter and I paid $2k less than blue book
Dealership had a yellow one with normal headlights (mine has HID) and no sunroof (mine has sunroof) and I got mine for $500 more than that one. Plus mine had 8k less miles
