Is the 5W20 "Requirement" Just EPA Strong-Arming?

I guess in the climate I am in (around 70-95°F during June-Sept) I should be okay staying with the Castrol GTX 5w20.
Why was it that Mazda had to 'import' and decant this stuff for the Aussies though? Do they not have dino oil there for some reason?!?!
