Post Zex Bottle Heater, Electrical Help

My Zex Bottle Heater P/N #82006 is no longer working.

Here is my situation.
I installed the heater in the spring this year. Worked fine for me up until a month or so ago when it first stopped working.
When I finally got around to diagnosing the problem it turned out to be a loose ground wire. More than likely caused by me yanking to hard on the heater during refills.

After the repair the bottle heater worked great! Pressure immediately started to climb from 659 upwards to 700.
I thought great I've got a few things to do around town let's go for spin and get the bottle warm.

Well shortly after hitting the 780psi mark the pressure stopped rising.
I know the bottle is full maybe a pound out of it. (checking I had only used 2 lbs)
Checked the bottle heater and it's cold. Suffice it to say I was pissed and left it until this weekend to check things out again.

Here is were I'm at:

1) I think the bottle heater is burnt out. I am aware that the bottle heater is not supposed to be turned out without being attached to the bottle. This to my knowledge has not happed.

2) Haven't called Zex yet will do that on Monday.

3) I removed the heater from circuit here are my findings
a) voltage with ignition in on position and bottle heater switch on = 11.5 volts
b) voltage with car running and bottle heater switch on = 14.5 volts
c) voltage with ignition switch off bottle heater switch on = 0.0 volts
d) voltage with ignition switch off bottle heater switch off = 10.0+- mV (floats up and down)
e) voltage with car running and bottle heater switch off = 0.003+- volts
f) Resistance across bottle heater element 74.5 ohms

Does anyone know what the heater element resistance should be?
The mV reading while car and switch are off has me scratching my head, any ideas?
Can the bottle heater burn itself out if left on too long, even if it connected correctly to the bottle? I would guess I had it on for about 20 to 30 minutes before I realized things were amiss.

Basically I think I'm buying a new bottle heater and for the record I will buy another Zex bottle heater (if this is the case).

Ideas, Suggestions?

sounds Like you shorted It out. that ohm Reading is too low for a heating element at that voltage
