That is exactly what I'm talking about and my bumper does not have it. Does it get removed when you install the air dam?
My bumper was replaced a while back. I wonder if the body shop removed it when they installed the air dam. Or perhaps it is a separate piece they never ordered.

i think teamrx8 was selling one
The bumper either has the air dam or the black plastic piece, they are interchangeable. You're car has always had the appearance package, right? So you would have never needed that black plastic piece. When I had my air dam installed, the dealership asked if I wanted to keep the black plastic piece, but it was busted up a bit from a rock hit so I told them to toss it.
Are you sure that the Leg lip won't fit over the OEM air dam? Others like the Burnout and I believe R-Magic will fit over either stock or AP (I think I've read that anyway). Looking at those first pics it looks like it would fit over the air dam.

I broke the air dam removing it from the bumper so I got creative with the Dremel
I basically cut it down to fit inside the Leg lip. Also it provides support for the lip just as the other piece would have. Tomorrow I need to do a few more modifications to the OE air dam to get all the screws to fit.
Definitely did not fit. I cut 2-3 inches off each end to get it to fit inside the Leg lip.

I should have took pics of how I cut up the air dam. The pic below is from eBay. Anyway everything in black was removed so the Leg lip can slip over. Obviously not to scale but it gives you the general ideal what was done.
