Hidden rust

Took out my AEM today in order to install my supercharger. Turns out the 8 bolts and holes that mount the bumper support bar had a lot of surface rust. But it hasn't gone deep or migrated to the sheet metal yet.

Think just cleaning it up with some rust dissolver, steel wool, and inhibitor before reassembly will work?
