Question aero flare / ms side skirt installation w/ minimal drilling

I was wondering if it's possible to install the MS side skirts or oem aero flares without additional drilling into the side fenders? The holes in the edge by the wheel well, or those above the scrap guard don't bother me as much. Maybe using some sort of caulking on the side of the fenders instead of the clips would hold just as well?

Since I live in Canada, I'm afraid that even if the drilled holes are properly touchup painted, that road salt water can seep into the holes and begin to rust from the inside. Anyone from the north have any rust problems with either the MS side skirts or oem aero flares?

I don't know about the installation of the MS skirts, but with the aero flares there are several people here who have substituted 3M doublesided tape and it seems to work just as good. If I decide to add the aero flares that's what I will do.
