You need to mount a piping system from the BoV flange to your desired location, put a flange and some support on that pipe, and mount your BoV with any connections there. Then, you will continually need to police the valve to make sure it is not damaged by debris coming off your wheel. It will increase the pressurized volume of your intake and decrease BoV performance. It would be expensive to get done at a shop, require cutting holes in at least your wheel liner, and just, in general, sounds like a bad idea. If you did it in PVC, you could crown yourself king of the ricers though and put V-Tec stickers on your car.

If you just want the BoV to be louder, you can buy a louder BoV and put on a vented hood, turning the BoV so that it faces the vent.
