wax/paint question

I have a 05 that I am the second owner on. I don't know if the previous owner didn't take care of the paint good enough or what but when I wax I cannot get the "smooth as glass" effect that I know to acheive and I have gotten it on previous vehicles I owned. What can I do to rememdy this? Would a claybar help? I know the proper steps for waxing so I'm sure that I'm doing it right, it's just the end result is not what I want it to be. After waxing it's not a whole lot better from the start. If anyone knows something that might help other than repainting I would appreciate it. My worst problem area is the hood. A few months ago I had gotten backed into, hit on the driver side door. The door since fixed and repainted comes out perfect after waxing. I just hate that this is the only area I can make it happen on!

Wax does not make your car feel and look good... prepping does.. wax is only for protection and adding a like zing to your paint (usually depth in terms of looks). you need to clay and polish...
