Spots On Wheels?

Ok im sure this has been covered. But the last two times I have washed my 8. I noticed these black spots on the rims that is almost impossible to get off. Is this due to the break dust problem everyone talks about? If so does anyone have suggestions on how to keep them clean? It's mostly on the front rims as well.

LOL! If its Tar maybe some bug and tar remover would work well.

Do a search on "pitting rims wheels" and see what comes up. This was discussed some time back and some ways to cure it...
